This is Memel.
What these supply icons (3 and 40) want to tell me?

They show you the stored general supply and ammunition in the region at a glance (a more abstract version of the detailed 493 and 35 to the right, respectively).

I thought 493 and 35 is my general supply and ammunition in the region?

The icons on the screen are there to inform you at a quick glance that there are some available. The tooltip tells you the exact amount (493/35).

This is a strange way, isn't it?

Very strange to me too, especially since it is a different numerical factor, and is opposite the tooltip. Tooltip is supply/ammunition. Icons are ammunition/supply. Poor design.

And, how does 493 relate to 40, and how does 35 relate to 3?

It is divided by 10, but with a maximum of 40 (so if you have 390, it shows 39, but 600 shows as 40).

I agree it would make more sense to keep the order the same for both the icons and the tooltip

Thank you, Jim. It seems kind of pointless for these numbers to be reduced.

I think the logic is to prevent large numbers from being displayed over the town icon.
