And so is the West and the South - if you're trying to introduce new commanders to local forces in German Africa. And that goes also for leaders portrayed as colonial.
I've shipped Quade and Schnee (both officers who historically led local forces in Africa and who are represented with the colonial leader graphic) to Germany's African colonies to improve combat performance there. But it plainly don't work! In both cases they receive exactly the same penalty (hugely inflated stacking numbers) as applies to regular commanders trying to whip the locals into line.
I'm guessing that's an oversight that can be corrected by fiddling with their unit stats but I have no idea which line I need to bow. Any instruction to this end would be greatly appreciated.
