Sorry for the late response, I've been out of town on a business trip the last few days.
Without the save I can't say for sure, but I suspect this may be tied to an issue I've seen from time to time with Regional Decisions being removed if the cost can't be paid. What myself and another tester suspect is if an RGD can't be paid, if causes ALL other RGD's to fail for that turn. So, for example, if you put down an RGD for Print Money but couldn't pay the cost for it, and had later put down the Call Generals, if would cause both the Print Money and Call Generals to fail. There may be more than just this cause though, as I can't always replicate it. One thing that does seem to help is keeping a bit of money (say, $500) in reserve that's not used for paying RGDs or recruiting. When I do this, it seems to avoid this issue.
