Politics and PWR

Hey guys,

I have two short questions:

1) At politcal options you can lock out the Lenin Revolution stuff and much other stuff.. How does it work ? Is it like you can hire a revolution by russians even in 1914 or 1915 or must something happen with their NM or so to make it happen ? Didnt try it out yet, but also dont wanna do a mistake, so I rather ask some of you veterans


2) What does for example PWR 21/16 mean ? I know it is probably something along with power but I am actually not 100% sure what does that mean.

1) Not really understanding the question here, hover over an event to get an idea of what conditions are needed to trigger/use it .
2) The PWR ratings indicate ratio of land/naval power to yours. Number on left is how much stronger/weaker that power is to yours on land, the number on right is the same but for naval.

1) There are some events to lock out.. But historically some of the events happened at the end of the Great war, so I ask myself if I could choose them even in the beginning of the game. For example the Lenin Revolution if its possible to lock it out in 15 or so

Hover over the event to see when it unlocks. I can't remember off top of my head the Lenin conditions, Revolution has to have broken out in Russia, IIRC. So that's going to be later in the game when Rebel alignment has gone up higher in Russia (IIRC, Revolution can occur once Rebel alignment is > 75% in Russia)
