National differences in units and NM?

The game does not seem to show a significant difference in PWR between identical national units. Is this accurate?

What I mean is, that a German Infantry Division may have a PWR of 72, while an A/H division of 68 and an Ottoman division of 66. Those numbers may not be totally accurate, but I do believe they are in the right ballpark. I am not sure if their cohesion levels are much different either. I could be totally wrong, but I would have thought that mano a mano, a German infantry division would have crushed an Ottoman or A/H one. Do the almost identical PWR ratings of these very different nations seem accurate? I recall in the board game, Guns of August, that the varying nations had very different values for the "same" unit.

Also, I was perplexed that during the game, as NM goes up (or down, I suppose) and technology gets better that the PWR ratings of the units improve (I'll stay with infantry division example) for all nations in the alliance at the same rate. What if my German units were performing extremely well, my A/H units were having mixed results and my Ottoman units were being bullied around? The PWR ratings of each infantry division I buy would have comparable starting points as in the start of the game. It would seem that if each nation in the alliance could have their own NM (with a maybe 1/3 portion being affected by coalition battle results and 2/3 portion being affected by national battle results) that new recruits PWR ratings be slightly affected to show the enthusiasm or pessimism that they surely would be feeling. I do understand that the individual units gain experience and that does increase PWR ratings and that is great, but I was just wondering if more cannot be done to show national differences.
