I'm playing CP and the EE just put a 2800 PWR stack inside a city with nothing in the countryside and no real forces to RR in quickly. I don't recall that stack being in any battle the previous turn so it's not likely just to get more cohesion back quickly and it's a small city with no depot. Once inside a city, I believe that a unit cannot sortie until another stack enters the countryside. Would this be a good time to go into that countryside and at blue/orange or a different stance? How much PWR should that stack be and are certain units better equipped to "besiege" the city?
I've only noticed small garrisons in cities before (and not right on the front); it seems like an opportunity, but I'd like to be sure (playing against AI) because this could open up the rest of Russia for me because most of the rest of their armies are almost encircled around Warsaw.
