few turns ago, he showed up. i was in worry for a sec if more will come or what that is all about. its a french 2 star naval leader and he seems to have arived by ship and now sits there. i have a stack in offensive posture in there for several turns now and nothing happens, no battle. i parked my fleet in the exit of the harbor, and entered the harbor with it. no french guy to be found, must have retreated
it seems he does not change MC of the region, after several turns of nothing happening i am about to forgett about him, he is stuck there i guess or so, not sure. anyone see this before?
