What is the international penalty?

1) So how big of a penalty do I receive when I have a Austrian commanding German troops?

2) Line infantry to line infantry is there any difference between a Turk, Austrian or German line division. They seem to have the same point value upon deployment? Am I missing something?

The penalty is double CP costs. So instead of being 6 CPs, it's now 12 CPs.

As to your 2nd question, there should be differences, but it may be small (attack strength or maybe cohesion).
