The game is hard coded to show the "top" 8 countries (by "top" it means 8 main playable nations). As you can't see it, the nation is probably the Ottoman Empire or maybe China.

try F10 and look at nations appearing bottom - if top 8 nations are missing (for example your relations with tghem is abysmal while you're in peace), it can be one of the otheres replacing them there
no guarantee though ...
