major competitor of Austria in Balkans, of Britain in central Asia, threatening Indias, constant pressure on China and Japan major competitor in far east, permanent threat of Ottoman Empire directly and as a support of Orthodox minorities, main hope of France after lost war against Prussia, undestructible opponent and therefore desired partner for Bismarck who wanted to tame the Russian bear to keep Balkan friction under control, steamroller nightmare of German headquarters later - the moves of Russian diplomacy cannot be ignored and need a logical mechanistic development to help AI act according to best strategic Russian interests - know your goals, know your foes, know your friends ...

here is a revisited 1887 Treaty of reinsurance with both

- more conditionality

- more effect
