PON2-subforum improve Events - reviewing far east events

those events have been given torough development by Philippe and Pocus, but still do not work as intended
Moreover some crucial features are not or uncompletely covered
So I attempted to adress those problems and shortage there :
those modification fall into two main categories :

- [color="#FF0000"]the expansion of japanese Empire, Russian Empire, and consequent carving of China[/color] - which is very little represented, only by text, Boxer war which is a major feature, present, but does not create a new situation - transfer of Tsing Tao to Germany is adressed , but no other concession is , forget for Shanghai, Weihaiwei or Kwang Tcheou some Japanese declaration of war possibility is planned ... but Japan AI never decide to go to war and never has military muscle to do so. you have Russian and German potential for sending cossacks or Waldersee, which never materializes. still we have Taipings, French action in Indochina, transfer of Russian far east (=Primorie = outer Manchuria) and Opium war
so I planned supplementary events to have effects in game and not just Chrome

- [color="#FF0000"][color="#006400"]the collide of Russian and Japan[/color][/color], marking the unexpected surge of a new great power - so I streamlined events, boosted japan diplomatically and militarily - provisions for those events have been made, are fine, but it never happens, for several reasons :
[color="#FF8C00"][Ba) ]diplomatic conditions are not met[/B] [/color]- be insured that if I ever play France Russia or Germany, Russia will never be isolated - there are compelling reasons for either keep her as ally to fight Germany or counter Britain, or conversely to prevent a 2 front war and isolate France, and for Russia to ensure isolation pf Austria and britain, neutrality of Germany or an alliance against her, to ensure Russia will ALWAYS be allied to either of those powers or both. key is war happens swiftly (non declaration of war is a tradition tradition - which reduces case for allied intervention and one notices with historical pleasure the planning of surprise attack event
[color="#FF8C00"][color="#FF0000"]b) Japan just does not build fleet ! less even modern fleet [/color][/color]- I suspect this is related to level of threat perception - actually I never saw AI buikld warfleets - ever ! Ok for France Germany Austria Russia, even Italy perhaps, but Britain USA and japan are not pure land powers - they need a fleet to project their strength (central america, pacific for US) even close Korea for japan, the world for Britain. still, no fleet ! so I built one for them

- last but not least,[color="#00FFFF"] I removed AI and nationality conditions for Chinese railroad -[/color] rationale is that in terms of gameplay potential change of hands of concession would multiply the events too much - and that history wise, those were often built - or at least financed - by private interests (true even for Transmanchurian/East china railway company), not linked to a nation
