"In spite of 3 Emperors alliance ... the humiliation of Russia at the Berlin Congress unbalanced psychologically the design of Russian foreign policy" (kennan) Young and unexperienced Alexander III received conflicting advice from his pro german foreign minister (Giers) and his panslav advisors. He reacted by trying to ...implement both viewpoints ... simultaneously !
Giers was encouraged to seek cooperation with Berlin while behind his back panslavist Russian generals and foreign office servants had a free hand to intrigue in balkans and foster hostile anti german press campaign. the anti german bias became apparent when general Obruchev, a notorious panslavist, was appointed in the Stavka and building of strategic Poland railway began. In 1882 the war hero Skobelev delivered in Paris, to Serb students, a heated anti German discurse descriving the Germans as "natural enemies of slavs, war is unavoidable between Slavic and teutonic race !". Very annoyed, Bismarck had to try to strngthen Giers position, deter panslavists, patch up things to avoid escalation, and seized first opportunity to add Italy to his system (when France occupied Tunisia) to foster Austria security.

As you can see, panslavist was a very deep nationalist movement, entrenched both in a great part as a popular movement of Russian people and of its elites (nobility, military, high civil servants) and targeting not only Ottoman Empire (opressing brothers of race and religion) and Austria (ditto, but opressing much less), but even germany itself, laying ground for a future shift of alliances. here too, influential.
therefore a design choice/suggestion NOT to make it optional - here too, it is structural of evolution of relations of Russia with Ottoman, Austria, Germany, France, and smaller Balkanic states - and so it is of the reaction of germany, Austria and Turkey, moving closer to face the threat

so I expanded somehow the initial Philippes script (and once again, it is open to discussion, this is a big part of the aim of this forum) :
