In my current pbem as CSA I am noticing that reaction forces are not appearing as per usual when Union troops first enter a state--is this intended in this iteration? If so I disagree; every state held back substantial numbers of men and weapons, refusing to send them forward half the time much to Davis's frustration.

Edit: scratch that, they are appearing, just in smaller amounts than I recall.
