It doesn't have railroad when it's SUPPOSED to.

The map has a railroad on it but it's missing from the actual province.

A mistake made when creating the map. The line should have gone just North.
Bartow and Clark regions are connected by rail though so it shouldn't cause any
problem. During beta testing we were told that the map was pretty much set in
stone and it would take too much coding to correct it.

Yeah, what DP said. It's an unfortunate glitch in the map-painting, which slipped in for what-ever reason.
On the other hand, it make's the trip between Eatonton and Atlanta one day shorter
