Money and the 1862 East Scenario

Playing the 1862 East scenario it is impossible to raise money. No matter which of the three options is selected for either the Union or the Confederacy, the option is not executed. Not knowing if this is a bug nor if this is intentional, just posting an observation.
I can post files if the intention is for the full economic routines to be available. My guess is that there is no intention for production to be a part of this scenario.
