Historically the Union was able to raise white militia throughout the South, especially in Tennessee and Arkansas; the Unionists RGD does an okay job of simulating this. However, "colored" militias were largely recruited from freed slaves in the South. Is it possible to extend the recruiting range of "colored" militia to areas of the South with lots of slaves?

I think that's a good idea. It wouldn't be hard to change yourself. If you're limiting it to just militia, it's only two unit files to modify.

Right now the Area for those units is Recruit_USA_States. You could use a different Area that already exists that covers all the states (Recruit_AllStates), or create a new Area and include whatever states you like.
