CSA instigating demonstrations

I am in a PBEM game, and the CSA is instigating demonstrations all across the union. At least 3-4 cities have demonstrated every turn since turn 1. I do not have enough counter cards to keep up.

Is this WAD or is something not working properly? I do not remember facing this before this build. (1.05a + quickfix)

Here is a screenshot showing what I am facing, I have two counter cards. I've been using them every turn. Here is what I face in June of 1861.

The South should generally have 12 at his disposal, with a 5% chance per turn of losing all of them, which they would then regain the next turn.

I can't find the renewal for CounterSpy (Counter-intel.).

I experienced exactly same thing in my last PBEM. My CSA opponent spammed at least three demonstration decisions across map each turn for almost two years. We played with 1.04RC9.

Creates quite a challenge when you only have two counters per month.
