Martial Law

Martial law costs 1 NM:

This seems a bit extreme. Why should declaring martial law in a city in West Virginia (or Pennsylvania, or anywhere else) bring down the morale of the whole Confederacy? I imagine some Southron reading in the paper about Martial Law being declared in Lewisburg, WV thinking 'well, it's about time. Serves them right! Damn Yankees!' which hardly fits with the idea of losing 1 NM.
I could see it costing VP. Even 10, or 100 VP. Just not National Morale.
As it is, it's not worth using at all.
