C. Hamilton not providing correct command points

I'm playing the Bull Run scenario and C. Hamilton is indicated as a two star general that should be providing 8 command points. But he is only providing four.

I am pretty sure this is correct and WAD. Don’t 1* generals just provide 2 CP and a division needs 4 CP. A 2 star can lead one alone but a brigadier need another to help.

The manual is wrong here....

It says 1* has 4 CP. a 2* has 8 and a 3* 12.
The command points that each actually provides are 2, 4 and 6.

The concept is bass-ackwards, the description follows the concept.
Look at page 37 of the manual. It says right at the top of the page:
Out-of-Command-Chain Penalty – Important
If a Stack is an Independent Stack (not an Army Stack or a Corps Stack), then the CP generated by leaders in the Stack will be halved.

Dont worry George thought his CP was off as well.
McClellan claimed "You cannot do anything better calculated to injure my army ... than to restore Gen. Hamilton to his division."
