I am playing a game as the Union vs. Confederate AI (highest level AI, etc. etc.). The Confederates are seemingly determined to build a larger fleet than the Union. As of June 1862 the Confederacy has 33 ships under construction. Seems like a bit much.

Ok, I'll check (got your save!) and if the budget to navy is too big, I'll do some tweakings. Thanks anyway for the feedback, this is important for us to get reports on games played 'seriously' and for many turns.
