Victory Points

I do not understand the victory points system. The first game had it down pretty good. Currently if i play as the confederates, the union only has to sit and wait out the scenario to win on victory points alone. this is case for all scenarios. not sure what the deal is and what has happened. union should have to attack or do something especially in the bull run scenario.

just for original game, didnt know there was an expansion pack. more or less wondering why VP system got messed up in second game unlike the original
