Fleet Blocking movement from off shore?

Not sure if this is a issue or if I just do not understand the blocking rules.

Reaves Point with Union fleet apparently blocks Confederate land movement across Middle Cape Fear River.

The Reaves Point region does not extend to the RR. The RR is crossing Middle Cape Fear River region.
