Is 10 - 15 fps normal?

I get 10 - 15 fps zoomed in and about 5 fps zoomed out.
My PC specs:
Windows 10 64-bit
Intel i5-5200U CPU @ 2.20 GHz
8.00 GB Ram
Intel HD 5500

No, I only have the Intel HD 5500.

OK, asked because perhaps the game was using only Intel graphic card.
I guess you need a faster graphic card or a desktop for better performance.

This game has a terrible optimization so it's unfortunately normal for such graphic card
