KY Event Problems

Playing as CSA......received an event message in March 1862, entitled "Kentucky Leans to the Union" or something similar. However, the text box was empty, there was an error message....clearly not working

It's also April now, and Kentucky is still closed....IIRC, there is a 50% chance per turn of opening, but I want to make sure the fact that it is not is luck, and not somehow related to that broken event dialogue

As an addendum to the above I would ask the following question. I'm currently engaged in an AAR PBEM with Banks. We are not yet at the stage of the event firing. If however it is broken is there anyway we can agree between us to fire the event? E.G. not that the CSA would ever want to fire the event but could it to overcome the problem if problem there be? Can the USA fire it early? Does the problem only occur if both sides wait? I'm sure neither of us would wish for a 'locked Kentucky' for the entire campaign. We are playing under 1.03. Obviously we will not upgrade if it is a bug that will be corrected in a future patch unless the future patch is compatible.

We will check what's going on with the help of the betas. Do you have the saved game with the turn before the event too?
