Gunray's Civil War II Enhancement Mod

Hello Civil War 2 community,

My friend Naturamix and I still play Civil War II, and over time we noticed a bunch of small things that could be improved. I started modding the game for our sessions and decided to share the results with everyone.

Features
Fixes
    Fixed a bug where Black militia units incorrectly upgrading into White Infantry and not Black Infantry.
    Added the missing Ability Indian-American Commander to Stand Watie
    Fixed Industry Option "Build Armories in New York" corrected a bug where an Armory was being constructed in a forest tile. It now correctly built within the city of Utica as intended.

General Changes
    Added the Ability Indian-American Commander to James G. Blunt
    Added the Ability Indian-American Commander to C. Carson
    Added the Training Officer perk to William J. Hardee, reflecting his authorship of the military manual: "Rifle and Light Infantry Tactics; for Exercise and Maneuvers of Troops when acting as Light Infantry or Riflemen"
    Removed Training Officer from Richard Taylor and replaced it with Surpriser to better reflect him.

Balance Changes
    Adjusted the Industry decisions by lowering the money cost by 25%, making economic growth more accessible.
    Adjusted Industry Option "Build Powder Mills" reduced money and War Supplies cost to make Powder Mills more affordable.
    Prisoner Exchange Adjustment:
      Removed National Morale penalty when exchanging prisoners.
      Increased Victory Point costs from 5 to 20.
      Extended the availability of the Prisoner Exchange option from January 01, 1863 to July 30, 1863, to better reflect the suspension of the Dix–Hill Cartel by General Orders No. 252.
