Can militia tear up or repair rail tracks? Or must one use a regular unit? Is the chance of success equal to the unit’s strength?

Are trained militia upgraded to regular status in all aspects?

I do not know if strength influences success, but yes, any regular/militia unit can tear up the tracks.
Once trained, militia are regulars in all aspects.
