Is it better for the Republic to create and train the massive militia build pool before they disappear after the creation of the regular army, or is it better to forfeit this huge pool of units and instead put the scarce manpower and cash into replacements and regulars?

Hard choices. I go for the massive militia as the Republic is always challenged for men.
