Inaccessible Units

Currently playing East Scenario (2-Star). Some units, such as boats, are listed in Iberville LA, but LA is an inaccessible region for this particular game. Am I missing something?
While the Grand Campaigns have been well vetted for these kinds of technical glitches, players occasionally find issues like your in the scenarios Strangely, these are almost all naval problems.
You can try using the 'T' key and 'W' keys to see if you can find it that way, but likely it is just no available.
