How long can Kentucky stay neutral?

Im playing as Union atm and its Late April 1862 and Kentucky is still neutral. How long till they have to choose?

You are almost there! Lots of up in the air, can be late into August (maybe later but not for me.

I had a game where it stayed neutral till October!
