CSA Entrenchments

It is 1865 and I am finding that CSA entrenchments are degrading. I have had 2 stacks drop from a 6 to a 4 entrenchment. Both are in supply and have engineers. This has been happening for a few turns now.
Am I missing something here?

I believe, to reach and keep level 5, artillery must be present.

Yes lots of artillery present.
I thought I read somewhere that CSA entrenchments were downgraded after 1864 as a play balance thing for the Union. Is that correct?
