Units in Out of Scenario Regions

I'm getting units in regions I cannot enter in my scenario. Should I be able to use these, and if so, how?

1862 East Campaign
It's giving me notifications about boats in Iberville, LA, but I can't do anything with them.
When I point to that region, it says region cannot be entered in this scenario.

Never played that scenario but I suspect that the Mississippi river isn't in play so
and ships there are unusable.

That seems to be the case, but I was wondering why they are even mentioned at all, if you can't play them.

It is just an anomaly. Many of the scenarios have small burps like this. Nothing intentional.

All the scenarios, which includes the campaigns, generally use all the same events, because it's all the same war with only time frame and area limitations.
Generally the theater campaigns simply have a trimmed down copy of the set of events used in the grand campaigns. But in trimming down, one event within the trimmed down set of events is probably spawning the units in NO.
If this were fixed, the units would simply not be spawned in, so in not being able to use the units, the outcome is the same.
Simply ignore that they are there and you'll be fine.
