So my opponent held City Point Va … just south of Richmond for about 2 years. When he abandoned it 2 years later it was highly loyal to the Union with 75 percent civilization. Im always short on cash as CSA so when I took it back I plundered it. Now it wont let me plunder a second time. Is there a waiting period to plunder again?

Never mind. Its pillaged. That's why you cant do it a second time.

IIRC Pillaged and (I don't recall what it's called at the moment, if you have Foraged in a region, it can occur), but both are removed during the next autumn in the game, when fields have been harvested again.
