so there is a city (albequerque) that has a civilization level of 20. 68% loyalty to the Union. I am fairly certain I cant hold it for 6 turns. Has anybody ever used the clearing card just so you can plunder. 5k investment for 35k return.

I've only ever used the Clearing RGD to then be able to use the Track and subsequently Road RGD's.
