Moving the Capital

Just made it to 1864. I have 2 years left but im probably going to have to move my capital at some point. Only option is to Atlanta. Having never attempted to move my capital in any other game, my question is, when I move my capital, will a redoubt automatically start to build? Being the new year, I have the option to build a redoubt and im wondering if I should go ahead and build it in Atlanta but if I move my capital and it does it already it would be a waste?
