Pillager attribute versus pillage card

right now I'm wrestling with the pillager attribute versus the pillage card in Civil War 2... do they do the same thing? Do my units that have pillager trait automatically "play" the pillage card in a sense and make me money, or do they only cause the pillage effect on a region.

I am playing as CSA and have quantrill up in Indiana and Ohio raiding, but even though I am in a territory with 75 civilization level, Quantrill has auto pillaged with his bushwacker unit... So I cannot play the pillage card to make money I guess. I'm hoping to make a little money pillaging...

The two are different in effect. The Regional Decision Card allows you to pillage and gain cash from a region where the requirements are met. The pillager ability allows that unit to destroy depots, stockades and render the General Supply from farms inop for a year without any card.
