Is it worth it?

Since CSA has an early morale advantage, iv been using them every chance I get.
Is there any reason why I shouldn't since "return to neutral value" might reduce anyway while I'm above 100 NM?

If the card works (60% chance) then you get +8 WS for 6 turns (total 48 WS). Get two of these to work (96 WS) and then sell bonds (+$600). For the loss of 2 NM and 25 VPs you can purchase one of the ironworks interior improvements ($300 and 75 WS) that builds 3 IW and get +24 WS per turn for as long as you can hold the region where they get built. Looks like a winner to me.

Only other point to consider imho is an aggressive South that wants to keep every edge in battle that higher NM provides.

Sorry for the bad news...

The return on this RGD is a grand total of 8 WS, not 48. The duration of 6 turns is how long it takes to sneak in that 8WS. Like Fox says, it can be counted if the Union takes control of the region.
