Sea Mines and Submarines

Do you lose the option to use these over time or do they accumulate?

I know cards like Cotton and Demonstration go away if you don't use them.

I have 2 Sea Mines and i think One Submarine card in my current game at the moment. I think you get more as time goes on, but do you have to use what you have before a certian time period before they dissapear?

If i hold onto them, will i still get the same amount of "new" cards when they appear as if i had used them already?

Same goes for partisans and copperheads?

Do you know what time of year they are refreshed good sir?

When i receive my first Sea Mine and i use it that turn, will the refresh process start or is there just a certain time of year they refresh?

Probably at the start of the year, as with most RGD's.
