I tried this in a recent Pbem with limited success. How many elements does it take to guarantee the track will be torn up? I tried using 2 militia per track and only ripped up the track half the time. I did note that the track repaired itself in about a year. Was using militia the problem?

You need 100 power for 100% certainty. Basically roll a d100 < stack power. A Raider reduces needed power by 50% IIRC.

It shouldn't take a year to repair. Particularly an engineer called Herman Haupt seemed to get them fixed in no time.

There are some books on the issue and one by Osprey.

It doesn't. Place a single elements--or more--in the region and give it the repair rail SO. Next turn, if you could pay the cost, the rails in the region will be repaired.
