Are the roads on the map just visual "fluff"

Are the roads on the map actual roads that shift supply and troops easier. The reason I wonder is because in early game I used the create road card (as CSA) in Missouri between Springfield and Fayeteville. Not sure if I should have spent the money but it seemed like a good idea at the time for some reason. After roads were completed I noticed no new road on the map.

Yes, the map graphics are from initial load and cannot be visually altered...so you won't "see" anything...but what you did was to improve the 'transportation network / level' in the region where you played the decision...this non-visible parameter has improved and will help supply and movement...so the move was sound, even if you won't see it...
