Naval balloons

A few days ago I introduced the possibility of using a balloon's detection ability on a ship for recon purposes of adjacent land targets. As a further logical development of that concept, I tried using a balloon unit with the blockade force. The first time I was able to locate the CSA blockade runners within two turns, inflicting 45 hits. I had destroyed all of the runners within less than a year. On a second trial, the balloon had little effect. I concluded that detecting runners is a mostly random possibility and naval balloons are of no use.
