Assault Fort Monroe?

Is it not possible to assault Fort Monroe (Late May 1862) I get a message that says "Cannot reach the destination from here" when trying to move from James City, VA to the section that the fort is on.

Union ships may be blocking your movement. Careful, once you get to Fort Monroe Union ships may also block you from leaving.

Bring plenty of supply with you if you do it.
