Problems moving the Albermale Sqn away from Fort Clark

I'm new to Civil War II [and AGEOD in general].
I've ran through tutorials, played some short scenarios, read the rulebook, read forums, searched, etc, but I can't figure out what I'm doing wrong.

I began the East Theatre scenario, beginning early 1862, as the Union.
The scenario begins with a fleet, the Albermale Squadron, in Fort Clark. It consists of a Steam Frigate, two Frigates, and two Transports.

I can't move that fleet anywhere. It just won't move!

If I try to drag to a destination, it just says 'Cannot reach the destination from here'.
If I try to move it to the harbour opening, Pamlico Sound, I get a message: 'This region cannot be entered: at least one of your ships cannot enter this kind of water (shallow/open), because of its drought, or the region is in blizzard or frozen water'.

Okay, so they're not shallow drought ships. But then I can't move them out into open water either because the harbour entrence/opening only seems to be into Pamlico Sound, which is shallow.

Am I missing something? Is there a certain time of year when shallow becomes deep, can I somehow create a new harbour opening into Hatteras Inlet [Coastal Waters], is this a bug, or am I doing something wrong?

The barrier islands are really problematic in this game. How it should work is this: If the Union player takes the three forts on the islands, he gets an RGD or decision which puts a small squadron in the sound.

Historically, the inlet used to get Federal ships into the sound was something like a bit less than nine feet deep, and they got them over essentially by repeatedly ramming the bars at high tides. If you want to shut down New Bern, be prepared to invest in a few monitors and gunboats as well as committing sufficient forces that the Confederate player or Athena doesn't see it as a tasty snack.

Thanks Merlin. So precisely what do I need to do to get that fleet out of Fort Clark. You mentioned capturing Fort Macon will give me a decision which may let me have a new squadron, will this also let me get that fleet out?

Unfortunately there is no such decision. That's how I think it should work. As is, you need shallow draft warships (monitors, gunboats, timberclads, and brigs) and the deep draft ships are stuck.

The issue is that the scenario was developed in AACW, when Fort Clark had an harbor exit-point in both Pamlico Sound--on the west side of the Outerbanks--and Hatteras Inlet--on the east side of the Outerbanks. So ships of any draft could sail into and out if the harbor--deep draft ships such as frigates and steam frigates only through the Hatteras Inlet, shallow draft ships and boats through either.

In CW2 Fort Clark only has one exit-point, into Pamlico Sound, which is shallow and can only be accessed by riverine boats, transports of any type, and brigs. So the steam frigate and sail frigates of the Albemarle Squadron are basically locked in the harbor.

This is an oversight and will have to be amended.
