Can someone explain how the Union mortar rafts can be used? I noticed they have a siege modifier, which I assume is cumulative with land-based siege guns. But I am not quite sure how a naval unit lays siege. Do you just have to be adjacent to the region being sieged by friendly land units? I am confused....
