Little Blue & Green Dots

Pretty sure these dots are an analog from AACW, but I forget. The little blue & green dots at the bottom of City icons - what are they telling me?

Green dots represent land units inside that structure and blue dots represent ships.

It's sort of a rough equivalent. Maybe it's a sale on supply wagons, maybe it's the Army of God.

I have noticed that sometimes the little dots turn red too. Does anyone know why?

In most map-overlays the color for land units indicates their cohesion relative to max cohesion. In the supply overlay it indicates supply relative to max supply. I think there were minor changes between games to how these display, I'm not sure if you can see relative enemy cohesion from the color anymore, but you can definitely see their relative supply status in the supply-overlay. The number of dots indicates the rough size of the force (but couldn't say what it is counting, units? elements, stacks? Don't think it matters much, lots of dots = big force).
Green = good, Orange = bad, Red = very bad
