Bull Run Could Be Better

I've just finished a game where I've dealt the Union about 2000 more casualties than I suffered but I suffered a minor loss on points due to them taking a few insignificant places out west. I ended the game with Harper's Ferry under my control and had beaten Butler twice to boot, not to mention 3 victories in a row on the first turn, this kind of thing has happened most of the times I've played Bull Run. My point is surely losses in terms of men should mean more in this scenario than they currently do and cities less. If I'm in 3 regions along the Potomac then the Union shouldn't care about Christianburg (yes the Union once drove their little western force that far even as I was pressing north and northwest). I presume strategic cities can't be changed but if they can then I say remove all of them, you can't take Baltimore as there simply isn't enough time though I came within a hair's breadth of it in my best game.
