Defense of Washington

What is the best way to defend Washington against a super aggressive Southern player?

I am familiar with this situation.
Defend as far out as you can.
Hold Harper's Ferry.
Build all the defense works you can build in Washington.
Put a fort defender inside.

Attack elsewhere? The best Defense is a good Offense.

2. What is placed outside of the city?

I think you are asking an un-answerable question. It all depends on the size of enemy force and the strategic situation.
