Perhaps this is too late to bring up, and you may have already fixed it for ACW 2, but I'll say it anyway.
In the original game, the Loyalty of Tennessee is decidedly Confederate, in fact 100%. However this was simply not the case.
The original referendum for secession was very divided and defeated (54% in favour of leaving the Union, 46% against). After Fort Sumter the vote was ratified, but many Unionists, especially in Eastern Tennessee remained.
It would be much more accurate then to have a divided State loyalty wise. Eastern Tennessee should, for the most part, have a 60 or 70 percent loyalty to the Union. Early in the war, the capture of Knoxville seemed like a serious objective, at least to Lincoln, to liberate all those pro-Union citizens.
My second point would be this: Knoxville should be upgraded to a strategic town to represent it's strategic and political value, and Chattanooga should be upgraded to an objective town, as it's capture and later defense was the task of an entire army for a lot of 1862 and 1863, as well as being a springboard into the Deep Middle/East South.
Maybe this could be adjusted in the first patch if it's too late to input now.
