Perhaps this betrays my Victoria & E:TW roots, but I really wish I had more RDCs to "waste" on development, entirely separate from my war needs...

From the TW perspective, I agree. Being able to improve the economic structure (significantly so) appeals to me. The Union does not appear to outperform the CSA that much with regard to cash, conscripts, or eventual WS.
