Reinforcements and Supply Question

In the battle of Bull run I planned on trapping the confederates at Washington DC.
I had the area surrounded to cut off supply, I had a full garrison and I believe it was winter.
My question is that as I was hammering the confederates they continued to resupply men and the other bars on the stack card.

Why was this?

Do you have a fleet cutting them off from using the river? The game simulates the movement of supplies along rivers, and they could be getting supplies and men from that direction.

Must be from the river, on that scenario no one has access to ships.
So I understand correctly, rivers must be actively blocked. Even if you controll both shores the enemy can still reinforce via rivers.

If you have artillery entrenched up to level 3, then the land bombardment button becomes highlighted and you can activate it. Doing so should prevent any supply from moving through any adjacent river regions. Bear in mind there might be multiple points of supply routes that need to be blocked, but that is a case by case decision.
