Note of Aden signed

In beginning of 1864 we have been adressed by the Ottoman Empire about their uneasiness on our rightfull presence at Aden and Kuwait. As strongly as we rejected any claims on their behalf, we still want to express our will of good neighborship and mutual benefit with the Sublime Porte. Thus we agreed on talks starting this very year and sent Lieutenant General Winfield Scott as envoy to Aden. As a token of our good will we furthermore agreed to finance a manufacturing plant. An according note has been signed on board of USS New Hampshire in the Port of Aden. The nescessary means will be handed over in the next weeks. The material consists of 1400 cash of private investors and 26 tons of steel, 8 tons of coal and 26 tons of manufacturing goods.

*** Treaty of Kuwait signed ***

To even out tensions in Arabia and preserve our two nations' natural interests, the government of the United States of America and the Sublime Porte come to the following agreements.

1. The United States hand over their colony of Kuwait into possession of the Ottoman Empire. This includes all present installations. Transfer starts on 1.1.1865 and shall take no longer than 15.1.1866

2. The United States acknowledge the interest of the Ottoman Empire into stabilizing Inner Arabia. The Ottoman Empire shall take all administrative means. It is their sphere of interest.

3. The United States grant concessions for exploiting resources in the United States' possessions as follows: coal in Taiz, coffee in Sanaa, opium in Hoedeida and for one coal mine at any site in the US.

4. The United States pay compensation for possible Ottoman claims as follows: 200 statemoney, 1000 private capital, 50 steel and 30 manufactured goods every half year for five subsequent years, starting in January 1865. Dates are 1.1.1865, 1.7.1865, 1.1.1886, 1.7.1886, 1.1.1887, 15.1.1887, 1.1.1888, 15.1.1888, 1.1.1889, 15.1.1889. On request of the receiving party start of transfer can be postponed 12 months.

5. The United States and the Ottoman Empire agree to declare war to any attacker of the other IF the said attack is the consequence of a direct unprovoked agression of the attacker versus the defendant (and not because any party was attacked following a chain ofother defensive treaties consequences).

6. The Ottoman Empire revokes any claim on Yemen, including Gaydah and of Qatar. It is the sphere of interest to the United States.

7. The United States and the Ottoman Empire agree to constant consultations and commercial agrrements. They agree on solving any future tensions by political means.

Her Majesty's Government is pleased with the Swiss attempt at resolving the conflict between France, Austria and Sardinia-Piedmont. We hope the Austrians will realize their blatant attempt to expand its empire at the expense of those countries around it will not be accepted. The government of the United States has already expressed its opposition to portioning Italy beyond the provinces that Austria has legitimate claims.

The British people wish to see an end to all wars. This government is willing to accept an Austrian ownership of La Spezia and French ownership of Savoy and Nice. Allesandria was already taken by Austria. Hopefully this could end the war and allow for peace on the Italian peninsula.

Word from Geneva and Nice is that diplomats from France and Sardinia-Piedmont have come to an agreement to end the war between the two respective nations. It is expected that the treaty will be released soon, but the public will have to wait for the full terms for now. With the detente on the Austrian front, it appears to be the end of warfare on the Italian peninsula for now.

Her Majesty's Government recently concluded a peace settlement with the North German Confederation and is pleased to announce an immediate end to hostilities between our two countries. The Treaty of Lagos has been published and is available for all interested parties to review. Word is now being sent throughout the Empire to alert all British forces to cease military actions against Prussian/North German forces and territories.
